Health And Safety Regulations Amendments

There have been amendments to two regulations, these are reflected in the:

  • Health and Safety in Employment Amendment Regulations 2017
  • Health and Safety at Work (Asbestos) Amendment Regulations 2017

Health and Safety in Employment Amendment Regulations 2017

These regulations revoke certain provisions (but not all) in the Health and Safety in Employment Regulations 1995, which have been superseded by provisions in  the Health and Safety at Work (General Risk and Workplace Management) Regulations 2016.

This does not require any changes of the Masterspec Sections.

Health and Safety at Work (Asbestos) Amendment Regulations 2017

Makes relatively minor technical changes to the Health and Safety at Work (Asbestos) Regulations 2016.

This does not require any changes of the Masterspec Sections.

Explosives Updates

There have been no recent changes to the requirements regarding explosives, however previous changes to qualifications will now be taking effect. Up until recently blasters needed to hold a Certificate of Competence under the Health and Safety in Employment Regulations 1995, whereas the new requirements involve an appropriate Handlers Certificate and a Controlled Substance Licence issued by WorkSafe NZ. Until the old Certificates have run out, Masterspec has altered the related sections to reflect an option for either the old or the new qualifications in the interim.

Also affected are powder-actuated fastening tool operators who also need the appropriate qualifications. On top of that, the tool itself may need to have an appropriate certificate of fitness if necessary.  Powder-actuated fastening tools are gradually being replaced by new generations of powerful non-powder fastening tools that don't require operator qualifications. But as there is still a possibility of powder-actuated fastening tools being used for fixing to steel or concrete, Masterspec has updated the related sections and will continue with the appropriate clauses until they are no longer used by the industry.
